provides information on renting laws.
If you'd rather talk to a person, you should
start with Tenant Services and Housing Counseling,
Inc, or one of the resources on the Legal
Aid Network website. Keep in mind that all of the legal
information in this website is for Lexington, Kentucky, residents
ONLY. Renting laws change from city to city and from state to state.

Tenant
Services is a non-profit organization formed to serve as a counseling
referral, informational, and advocacy center. Never hesitate to call
Tenant Services for any questions you have.
Tenant
Services:

Offers
free counseling (in person or on the phone) to anyone with
questions about Tenant Laws or Rights. Their purpose is to advise
and explain the law; they have no power to take legal action.

Offers
counseling about a) Tenant/Landlord Rights and Obligations b)
Care of rental unit c) Security deposits d) Repairs
and Deductions e) Housing code violations f)
Unlawful Ouster/Entry

Can
act as a mediator to intervene between a landlord and tenant.

Can
hand out copies of the “Uniform Residential Landlord and Tenant
Act.” Tenant Services also has its own information sheets on the
Duties and Rights of Landlords and Tenants.
Any cost for printing these items would be charged to the
landlord.

Will
refer a tenant to an attorney if needed. The Tenant Service
staffed Attorney can only work for income-eligible tenants.
Their attorney can help with a) Notices to vacate
units b) Evictions c) Appeals d)
Landlord-Tenant Mediation. The attorney will represent clients in
court for evictions or tenant rights issues, but NOT to help the
tenant claim money from the landlord.

Can
assist tenants with a) Finding relocation housing and/or
emergency or temporary shelter b) Homeless Prevention c)
Emergency resources for rent, utility payments, security deposits,
food, furniture, etc. d) Miscellaneous financial
matters/Money Management Counseling.

Cannot
help surrounding counties because the “Uniform Residential
Landlord and Tenant Act” only covers the Lexington-Louisville
area.

Lawyer Referral Service can hook you up with a lawyer if you need
legal advice or representation in court. There are income guidelines
for FCBA, so they can refer you to the appropriate places for your
level of income.

The
Fayette County Bar Association distributes an extremely abbreviated
version of the “Uniform Residential Landlord and Tenant Act” (URLTA).
The booklet is entitled “Landlord-Tenant Rights and
Responsibilities.” The official URLTA is a long legal document
written in legal jargon. For
this reason, the Bar Association created their own booklet.
If you need an introduction to the rights and responsibilities
of Landlords and Tenants contact the Bar Association for their
handbook, but do not expect the booklet to answer in-depth questions.

Code
Enforcement deals with maintenance problems, habitability issues,
health and safety concerns, etc. You can call Code Enforcement if you
have questions about code violations or you would like to have your
apartment inspected by a Code Inspector (You should only call a Code
Inspector as a last resort when dealing with Landlord Noncompliance).

you cannot afford an attorney, you can go to the UK Legal Clinic (part
of the UK Law School) on UK’s campus for help.
Many of the volunteers at the clinic are in their 3rd
year of law school, but if there is anything they cannot help with,
they will refer you to the right places.

SGA sometimes employs a lawyer to give free advice to students who have any kind
of legal question. The attorney can sometimes represent students in
